I believe that Dean, has to {by law}release any FDA related announcements to the biggest possible audience available and that would be in the form of a PR. The CC is going to be for just what is stated, and I believe the other business is the previous PR about the share holder meeting. He couldn't very well release any info via a CC the night before a PR because the news would be all over ; but I suppose He could release a PR statement and have an announcement in the CC simotaniously. I sinserely doubt that Dean would have any thing but a Dedicated PR for FDA related announcements.
