If you sit on the bid then its likely any shares sold at the bid will be bought by the MM's and kept by them, meaning you will not get your order filled. When you place a buy order of HESG, you are much more likely to get it filled if you buy at the ask price, then the MM's will fill it.
You have to remember, the MM's need to buy billions of shares off of the retailers just to get back to even. They sold billions of shares that never existed, and to square their books, they will be buyers of HESG for some time. You have to compete against the MM's to buy shares basically.
