I believe regulatory will be the largest hurdle. That is one of the reasons for the meticulous recording of the installation and startup which should accelerate the licensing process for all governmental entities. In addition it creates the Installation and O&M Manual which will streamline the construction/startup phase. I still think that we will all be pleasantly surprised at how quick one of these can be placed into production mode.
