only recently in the past few months have they become penny friendly. i left Fidelity for E Trade back in july. Fidelity used to charge you a percentage on any penny trade over 1000 shares or over a certain $$$ amount, which ever was lower. i understand that they finaly changed their rules. also i usually try not to do all or none. best to you !!!
