I don't want to overdose you guys with numbers BUT...

Let's say Frank buys back 1B shares and reduces the OS to 8.5B

At 9.5B his 53% was 5.03B shares.
Now at 8.5B his 5.03B is 59%.

He needs to hold 51% to maintain majority.

So...Frank buys back 1B shares and then retires 1B of his own shares which leaves us right back at the 7.5B we had earlier this year.

7.5B x 53% = 3.97B
5.03B - 1B = 4.03B or about 54%



And since I know you are going to tell me it won't happen...
