It depends on the amount of his blocks and where they will be filled 1M shares at a low bid overshaddows a 5K order. I have been filled higher as they try to fill a lower order. They sometime bundle smaller high price orders to clear. Works on the Ask side as well.

On low volume days set a low ball and high ball order, you might be surprised at what you get.
