Here is my take on your concerns as major hurdles:

Regulatory:

The meticulous recording of the installation and startup should accelerate the licensing process for all governmental entities. ~IMO

Production:

High-pressure China components (of the size required) could easily be procured at a minimum rate of 25 in 6 months. ~IMO

Manpower:

Not a problem. We will all be surprised at how fast one can be erected, tested and placed in production mode. ~IMO
