Well, certainly consumers wouldn't want to click on a 2d barcode not knowing if it's a bonafide barcode that will link to a legitimate site. So, it's up to a clearinghouse to ensure that 2d indirect barcodes used are indeed the real thing. Not to mention allow companies greater control and useful metrics.
