Barcodes don't have to be managed by a clearinghouse in order to be used effectively. Unless you can provide evidence of a Japanese clearinghouse, you're simply speculating, which is incredibly odd given your clear distaste for any positive speculation. Do you see the irony of your post?

P.S. Please let us know the name of the Japanese clearinghouse before posting opinions as facts.
