I use scottrade, depending on the size of the lot it coast around $15 for pennies and $7 form stocks > $1. I also have a Fidelity account, but do not use it for pennies. I have paid as much as $200 for a buy or sell with them. Needless to say my Fidelity account only is used to buy pennies is a pinch.

By the way i would not recommend scottrade. They have a real problem treating their clients like adults. Many many times when doing momo trading or subpenny trading i have to call them to fill the order. They always give you the online commission price for stocks they have a restriction on.
