i called it pump and dumb because he announced it but it didn´t become real, so i have to think that he tried to make pump and dumb to sell his own shares. I will not going on to say nothing will come but in my point of view its more than strange.
Fact is you are right with your own example fallback but pump and dumb not only happens in a large frame
