True, but a lot of scam penny stocks also use DE as their headquarters for other various loopholes, so I can see his slight concern if he hasn't done a tremendous amount of DD on NEOM. Scam penny stocks also like Nevada, Wyoming, and Florida as their headquarters. That being said, NEOM clearly isn't a scam penny stock, so it's of no consequence that they are headquartered in DE, in my opinion.
