NO it does not. If it did the west coast would always vote. And you and I know by the time it gets there - if there is a landslide, the vote is moot. BC and CA have "some say" maybe -- but HI and AK have ABSOLUTELY ZERO say.

Perhaps you are going way over my head with something that is out there or we are talking about two different things. Popular only matters within "riding" or "state". Outside of that it is pointless. I thought 2000 Gore had the popular but lost the electoral.

Regardless, it makes no difference to me - if you want to continue - then pretend you are from Alaska or Hawaii and explain to me how your vote counts.
