If everybody (at least not 1% but 20%) had more I'm certain that the sum of what the 20% would give for the others would be much more than what the 1% is given now.
The 20% will have to give what is asked (taxeded)while the 1% now have too many ways to undermine the taxes and actually give peanuts of what they should (could).
