True, but the Form T is used from the accumulation throughout the day to get the transactions completed. If the MM can't make it within the last minute time frame, usually because of supply and demand, they file the form right at the end of the day or 4pm. If you see the last trades completed they are usually around 3:59-4:01.

I know what you are saying, but to answer the question to the point, that was the definition of the Form T Trade
