the indication from the FDA is that the implanted chip, when scanned, gives you access to a secure database.

implanting chips with GPS tracking Big Brother BS is not going to happen in the U.S. but i'm sure saying this isn't going to resolve your concerns so why am i wasting everyone's precious time....
