WHERE DOES IT GO?

Curious if anyone knows where all the money from theses SEC fines go? QWEST got hit with 250 million and if you add it up your looking at over a billion in 2004. It is not ending up with investors and it seems those fines can solve a lot of the economic short falls. Also would not just sacntioning the companies be smarter. is it not true the 250 million that qwest has to pay over two years will definitly affect is corporate expenditures. So I guess I dont get it your punishing the compnay which in turns punishes the economy and ultimatley cost jobs, but the people that were hurt (investors) then get nothing but more loses on the volitility that these fines cause? Help me with this.
