Parsing words and sentences in an election campaign misses the point imo. The average voter is fed up with rhetoric in the first place and - at best - only get the central idea of what's said no matter how the message is put together. In this case, we both agree that Cheney described a vote for Kerry as dangerous so nothing else really matters.
