and then they paid their lenders,their employees,their bills eith new shares. Great idea, huh? You have now effectively eliminated the cheapest source of capital for a public company - try selling shares to the public today with a stock under a penny. That is of course, if you think that a 60mm mill is all the capital you will need to develop a multi billion dollar pool of assets. Maybe you could throw a divindend in there - that should make your long term finaciers feel really comfortable.
