Remember that a promise offered for a consideration and then withdrawn after receiving the consideration is called 'bait and switch'. While it is possible to apologize for such behavior as one does with a small child, by suggesting 'he didn't mean to lie', it is also quite acceptable to consider it disreputable.
Especially when there was no explanation, and especially when the particular newsletter that contained the promise is the only one that is conspicuous by it's absence on the web site.
Disreputable is a fair characterization of such behavior.
