the Duelfer report stated clearly, although the mainstream press did not report it, that Saddam was using the money from oil for food to influence security council members to eventually get the sanctions lifted, at which point he planned to restart his wmd programs, and with his ties to terrorism, it's logical that these weapons would end up in the hands of terrorists.

You are drawing conclusions based on alot of assumptions here that are not facts.
