the float. there are bookkeping entries against the float. each brokerage will control so many. if the TA is unwilling/willing to issue certs? then the co will have instructed them. if the TA is willing to issue certs? and you cannot get them? it is because your broker does not have the proper bookkeeping entry on thier account, or the DTC does not have it.

the DTC has all along claimed that they are not the cause of NSing. that's because the brokers are the ones who decide who gets to place the orders, or not. the DTC is simply the tally sheet.
