I was told by my Chattanooga TN Scottrade guy that it is THEIR company policy that if a stock takes longer than the normal 3 days to settle, they don't like to mess with it because some of these 'clearing houses' (who have a reputation for mostly scammy-type stocks) can take up to 5 to 7 days to 'settle'...

they have a list of stocks on website...

I still have a active account at scotturd but rarely use them..maybe for the Dow Jones news wire or something..

I use iZone to trade..a division of Ameritrade..fwiw..
