What operating capital is Luiten going to use to refurbish and make facilities operational again?

Why with his contacts to those big fuel companies did Luiten only have something worked out with two penny stocks that tanked and now has his own penny stock that currently has 1.2 million in liabilities?

Why wasn't he successful with ZENG as a private company if he was so good at what he does?
