My target is up, I'm not sure about the O/S. But I would say that any buyback is significant at least in the fact that management supposedly is attempting to increase shareholder value by the best means possible, ie not an R/S.

SHGY exploded on news of them buying back some shares (or cancelling can't remember), OMOG is buying back shares, CUPY got rid of part of its O/S. So it seems to be a fairly effective way to make the PPS go UP at least in the short term.

I'm not plannin on holdin this for more than a day or two.
