I doubt the implication was that the SEC was "HELPING" spng file but the organization is in office to protect the investing public. Why would anyone think that the SEC is sitting around licking thier chops and waiting for SPNG to release a bogus 10K? It only makes sense that the sec (who's concern is the investing public - hence the suspension) would make sure that a company under investigation would not allow bogus figures or statements on a 10K. IMO this is the reason for the incredibly long delay. They want verification on all figures and forward looking statements prior to its release.
