I would assume they were too. Just goes to show you how screwed up OTC tracking is TD Ameritrade last sale has them at .20 at the Ask.

As far as the warrants go this isn't the company diluting. These are benefits of being a PP investor from years ago. The exercise prices for the registered warrants are at .14 and .19 for 70M shares total. That means "investors" have to exercise them which is no big deal, but being that the PPS is so close to the exercise price as a investor you could get caught.
