These articles on the Shanxi province coal mine consolidation (in many cases "confiscation" process) continue to support my belief that PUDA coal is probably getting these 8 mines for well below their market value.

As a chosen partner by the government in the consolidation process, I can see no way where PUDA would pay anything close to the fair value on these mines- particularly if some of the mines were operating illegally as many had been.
