They plan on multiple revenue streams, not just PBRS. For example when they sell a pbr they will get residual income from the end product that the user sells in addition to management fees. Also, they will own and operate a few pbrs and sell the end products. Fuel is not the main focus but it is part of their business plan per a PR from about 3 weeks ago.
