Sure it does, Dumar. It clearly states to the public that the SEC has serious doubts about certain aspects of the company, it kicks the stock to the gray market and kills impulse buying, and it shuts down the pump machine, which is loathe to operate under SEC scrutiny.
I would personally favor adopting the Canadian securities rules, which allow for indefinite suspension until outstanding questions are resolved to the satisfaction of the Securities Commission.
