It's more like mortar than cement.

But you can pour it on dry out of the bag and it will sink down between the loose gravel and firm it up.

I had a boat shed beside my garage with about 6" of small gravel near the back and the boat wheels would sink in it.

I just poured sand mix on the gravel and raked it in a little and left it.

The moisture in the air caused it to set up.
