A PR is usually meant for stock investors... not the target market for the product the company sales. Even if they did PR it would mean nothing for actual sales.
Even if they did PR it still means nothing.... the company does not have approval to sell a single device yet. So why waste the money? Would you waste the money on a PR if this were your company? (Somehow, I think you probably would.)
The CEO of this company is better informed bout the current situation than everyone here just because he knows all of the facts about the company. So second guessing from your magic 8 ball is not exactly "a better approach".
