Texas has tort reform - limiting damage awards - and it's done nothing to reduce medical costs.

Regarding doctors ordering unnecessary diagnostic tests...MANY docs have a financial interest in labs/diagnostic equipment facilities and benefit by sending their patients to these facilities - ever wonder why the doc volunteers to set up an appointment for your tests? Why not prevent docs from having a financial interest in testing facilities?
