emdyal, having insider knowledge is not illegal, trading on insider knowledge is. Offor is undoubtably in the know and knows his actions will be reviewed and keeping his position squeeky clean.
My theory is nobody knows enough to take the chance that they won't get a profit back if they run the price up. Is Kina enough to make us rich? We have had rumor of 450 ft of net pay from Oily but know nothing for sure. We have heard that casing was set on both Kina and Bomu, but know nothing for sure. Unsurity is what is holding the price down.
