Cash Crunch !!

I just wondered If someone could comment on the Gold Horse Ceo speaking about cash crunch.

Is he referring to the situation with getting money out of china? Is it in reference to the school projects funded and paid but only receiving Yearly payments? Therefore strapping them tight to the bone?

Or is it more of a finacial problem of which caused by current and future builds/growth and not enough capital to support this company at their current cash on hand?

or something else?
