That's what it means. The distributor is sent some sample bulbs to be used by consumers, residential or business probably, from there the orders will arise. If the distributor deems it necessary they do not have to make an order, they do also have the right to say when, how many and what kind of bulbs are to be sent from Zevotek's factory. The $1.1 mil is a tentative order to have the factory producing the bulbs to be ready for shipment when the shipment is required by the distributor.
