"Pretending to be a diplomat seems pretty egotistical" -- It was not a diplomatic title. It was an honorary title with no powers attached. He did receive it....many do. For what I don't know, but a Mr. Vincent Sumale at the Washington PNG embassy confirmed it. May be he was in on it? Doubt that. TM also confirmed it to me.
