mastaflash, No you and I cannot use our margin accounts as collateral, however that does not stop the brokers from putting our cash paid shares in their name, to be lent out to the offshore hedge funds that are already collateralized with other securities.

It never was Mr USA Joe Blow that caused this NSS problem, you need to look "Off Shore".
