NOW... if you read the grey market tier you'll see...
"There are no market makers in this security. It is not listed, traded or quoted on any stock exchange, the OTCBB or the Pink Sheets."...
doesn't matter if there is a skull bones, or grey... No MM's show up to give a proper quote. Therefore it's on greys...
Take a look at this stock, if you look it's skull bones. Now look closer... It's greys, and no MM's show up... but doesn't specifically say "grey" does not matter what symbol it shows, it's the opinion and grading of pink sheets..
