Yes they have and the dilution bothers us all.

You have to decide how much NEOM can earn to spread around their 2.5 billion shares. Can they earn .01 per share? .10?
1.00? Once you decide how much they can earn multiply that number by 25 times earnings.

THAT'S HOW I GET TO $25.00 per share. ($1.00 times 25)
