In my job, I deal with environmental documents for NEPA review. I would be very surprised if this project would be an EA (Environmental Assessment) project. The triggers for that are big impacts, such as wetland impacts, substantial development, or affect to the human environment. I would be willing to bet this would be a Categorical Exclusion (CX), and would take your 6 week approval time. Hopefully that paperwork would have been done long ago. I would be more interested to find out if the building has a building permit pulled and/or if the Department of Commerce has done a review of their plans. That process can take a month or two in itself.
