If your offers are being turned down by everyone its easier for someone like Ghana or nigeria to also turn you down. SNL and CNOC need some positive news, they need someone to say yes to their offer.
They are also going after oil assets that other companies have claim to and none will relinquish ther claims without a fight, XOM is already in court with Nigeria over some of the offshore blocks CNOC wants. Nothing is going to be settled soon.
