IMO, the 'for' should be a 'by'

"the power plant will continue to be operated for Laidlaw by Veolia Energy"

As I understand it, Laidlaw is going to lease the facility, but leave current things existing including the current operations agreement w/Veolia until such time as the conversion to biomass is properly permitted which will then trigger the purchase of the facility. IMO of course.
