Not sure if I had the math right on that or not, but at least you get the point. Also not 100% sure on the DLC matter, but it looks likely to me and what I laid out IMO looks like a good strategy. By the way I apologize for how choppy my writing is.

I think with the world economy slowly improving and the NASDAQ reaching new highs and potential stricter enforcement by the SEC that penny stocks will have a harder time getting attention in the months to come. I think we will see more companies making the move to higher trading platforms in the months to come. So it makes since for VGE to do this.

Also I have been doing a bit of research on DP Clean Tech, the DP stands for Dragon Power. They have a parent company as well, this is taken from their site "Board of Directors of Dragon:Board of Directors of Dragon Base Power Technology Limitedthe ultimate parent of Dragon Power Group"

I have been trying to improve my DD techniques and I am finding that if you follow the money you can learn more about your investment. So here is what I have been up to.

Now I find this very interesting as some aspects of DP Cleantech looks very similar to what VSPC and VGE are doing and again might support my DLC theory. If I am correct, then I think it might mean the VSPC is copying this model or receiving advice from this group which I find very interesting.

Take a look at the people involved in this company it is impressive especially their backgrounds and contacts

From what I can find DP Cleantech's owned by Dragon Power Co Ltd and they are funded or own by and investment group called Dragon One. I am seeing news that leads me to believe that someone is buying or is in the process of buying them Dragon Power Co Ltd from Dragon One it is another investor group comprised of two men Edward Sherman Grant and Jrarat Pingclasai story linked here:
http://www.alacrastore.com/storecontent/Thomson_M&A/Investor_Group_acquires_Dragon_Power_Co_Ltd_from_Dragon_One_PCL-2082621040

Now here is the funny thing this Jrarat Pingclasai looks like he is the CEO of Dragon One and owns major shares in it and therefore owns part of or all of DP CleanTech. So it looks like he as CEO of Dragon One he wants to increase his share count and because they need money and sell a majority of shares to this Edward Sherman Grant. IMO opinion this look like what they call in the USA a Tender Offer. Here is an explanation of a tender offer http://www.sec.gov/answers/tender.htm

Here are the details of this deal involving Jrarat Pingclasai and Edward Sherman Grant , I suggest reading every bit of it as it is interesting and will give you more insight on DP Clean Tech:

According to this report it looks like this Edward Sherman Grant will be the number one shareholder. For the life of me, I cannot find anything on this guy, who he is or is a part of. There does not seem to be anything on the internet about this guy, which strange because he obviously has money.

Maybe you can find something on him as it would be interesting to know who he is.

So far my take on all this info as for how it affects VSPC is only good, as DP Clean Tech has stated that they were struggling to make a profit while trying to cover the cost of growth. This deal with Edward Sherman Grant appears to be bringing in fresh money which means that DP Cleantech will not have trouble hopefully paying the grass contracts that VGE might sign with them.
