I think this may answer your question, I emailed Dean asking a couple questions about the flight school and James Ray. This was his reply.

We currently have eleven students in training.. However, to become a 141 FAA certified flight school, a prerequisite for being approved by the FAA, State Department, and TSA to train foreign flight students we need a primary trainer (Cessna 172), and twin engine (Piper Seminole), and a high performance single (Piper Archer) in our inventory. We now have all three. I met James Ray through a mutual friend, and Jim bought into our dream, and he and I speak every day. Dean
