Doesn't say the process has started does it?

Is their any indication other than perceived notion that any merger will take place?

I think everybody knows PR's are forward looking statements, desires, hopes, dreams, possibilities etc. When dealing with pinks many more PR's fall by the wayside than actually complete. So, until there is definitive proof it is little more than a forward looking statement.
