Obviously, the person you talked to was not very knowledgeable. Insist that the broker who takes your calls finds someone at the brokerage who knows what he's doing and can help you. I can't tell you the rules your particular brokerage might have about trading grey sheet stocks (I've never used Scottrade), but someone there has to know them. Possibly your brokerage won't let you open a new position in a grey sheet stock. If so, they're doing you a favor, but they need to explain their rules to you flat out.
