Question about latest 8K

Does anyone know when the selling is allowed from the issued 2,5 cents shares ? PPM opened in January but closed recently. I heard about 1 year, but when does this 1year starts to count ? From the day the PPM were finalized ? Sounds more logical to me , but cant find the details on the recent filing.

Furthermore, about the upcoming December annual shareholders meeting :
I hope the vote concerning increase of the number of authorized shares of common stock from 500,000,000, par value $0.001 per share, to 750,000,000 will not go through...

Great company, great product but I dont want to see this going to direction of 1B common stock...
