marcg, -- I believe in a 3/2 split, you will have more shares at a reduced price. Theoreretically, splits are made to prevent shares from getting too high that they will keep potential investors from buying. I'm guessing whovever decided on this split must have thought people would have been priced out at .10 per share.
If I had 20000 shares at .10 today I would have 30000 shares at .0667 on Monday. Apparently they are hoping the climb from .06+ will be quicker than the climb from .10
Personally I don't think there is a way to tell if this was a smart move or not until after the fact. People may think the price went down on Monday (that didn't know of split) and buy. Others that weren't paying attention may sell, thinking the bottom is falling out.
One thing I am not sure of, but would assume and stop loss prices would be adjusted as well, but it can't hurt to check.
