Get a guarantee from someone to buy the electricity.

Use the guarantee to score the money.

Build the plants using the money scored.

Generate the electricity using the plants built.

Sell the electricity.

Use the profit to pay the loans.

Nothing happens until the guarantee is in hand….(which it is)
